Abstract
This report provides an objective analysis of the current status and complexities of rules related to mobile emission reduction credits (MERCs) for stationary source offsets. We examine these rules in the context of identifying areas where rules may be altered or simplified to facilitate the use of credits generated by electric mobile sources. Through an extensive literature review, regulatory review, and case study analysis, we identify the barriers and limitations to MERC generation and transactions. From that analysis, we generate a screening tool that can be used to successfully target MERC program development and policy activities. Finally, we provide a set of recommendations regarding the further advancement of electric transportation objectives in light of MERC program realities.
