Abstract

In August of 2015 the U.S. Environmental Protection Agency issued a Federal Plan Requirements for Greenhouse Gas Emissions from Electric Utility Generating Units Constructed on or Before January 8, 2014; Model Trading Rules; Amendments to Framework Regulations. This report contains comments from the Electric Power Research Institute (EPRI) submitted to the Federal regulations docket, # EPA–HQ–OAR–2015–0199; FRL 9930–67–OAR, in response. All comments reflect only EPRI’s opinion and expertise and do not necessarily reflect the opinions of those supporting and working with EPRI to conduct collaborative research and development. The EPRI comments are organized into eight areas.
