Electric Power Research Institute (EPRI) research documented in this report demonstrates how utilities that hosted EPRI Smart Grid Demonstration Initiative (SGDI) projects can turn their findings into actionable planning level business case opportunities supporting investment planning in Smart Grid technology applications and devices. The goal is to apply research findings on Smart Grid technologies and enabling platforms to the specific circumstances of a host utility’s market, customers, and business. These tailored application studies show how a utility can apply data developed by Smart Grid demonstrations to the circumstances of their market, customers, and business to evaluate Smart Grid investment opportunities.

The primary focus of this research is on technologies or enabling platforms associated with SGDI. To facilitate the discussion of the implementation step by taxpayers, utility customers, regulators, and utility executives, cost/benefit analysis and utility business case frameworks surrounding Smart Grid investment cases will provide a platform for future implementation of those strategies.

In a series of report sections, the project reviews a detailed Cost/Benefit Analysis (CBA) framework, and the development of that framework for the following Smart Grid business cases: cost of voltage control, distribution management system, and conservation voltage reduction. Since this report builds on EPRI report 3002006694, Guidebook for Cost/Benefit Analysis of Smart Grid Demonstration Projects, it expands technology-specific CBA protocols, develops specifications for evaluation in an analytics platform, and utilizes an analytical platform, where possible, to illustrate how a business case evaluation for Smart Grid technologies can be accomplished.
