The Public Utilities Commission encouraged FirstEnergy to work with staff and the U.S. Department of Energy (DOE) to develop a consumer behavior study. Working closely with the Public Utilities Commission of Ohio, the DOE, the Lawrence Berkeley National Laboratory, and EPRI, FirstEnergy designed, implemented, and analyzed the results of a consumer behavior study.
