Adoption of a national outage data standard would ensure uniform outage processes within utility operations, increased accuracy for information distribution, standardized outage nomenclature, and more timely data dissemination for entities involved in an outage response. This report addresses requirements of the Outage Data Initiative (ODI), which was initiated by the White House Office of Science and Technology. The ODI involves a commitment from utilities and technology companies for establishment of a standardization methodology for outage and restoration data. The data would be sourced from publicly available outage information and would be presented in a standardized format, with the ultimate vision being a nationwide outage map.
With the use of standardized language and processes, outage information would be accessible in a new format that would allow emergency management personnel and first responders to effectively prioritize public safety issues. This report presents a public outage data distribution use case along with a first responder outage data distribution use case; both are presented in the International Electrotechnical Commission (IEC) Use Case format. Also provided are implementation details for a web service for outage information as well as example outage management status messages based on the Common Information Model (CIM), MultiSpeak messages, and schema definition specifics.
