Advances in Smart Grid applications, more efficient communications technologies, and increasing numbers of options for network topology have helped create a proliferation of distribution communication devices and operations process automation. Modern utilities are attempting to cover communications needs that span everything from implementing a supervisory control and data acquisition (SCADA) control center to installing interactive in-home displays. It is thus becoming increasingly important for a utility to fully understand the communications options available on the market as well as their inherent limitations.

This guidebook provides a comprehensive reference and resource for utility personnel engaged in the evaluation, design, and deployment of communications systems to support a variety of applications and operational requirements. The guidebook covers three major areas in nine sections:

  • Part 1—Communications for distribution networks, specifically the communications systems used to reach distribution equipment such as capacitor banks, regulators, reclosers, and line sensors
  • Part 2—Communications for customer metering and advanced metering infrastructure (AMI), including customer premises communication networks
  • Part 3—Communications for transmission, including substation automation, synchrophasors, and protection

In 2015, the first case study of a utility upgrading the telecommunications system was added to the guidebook. In future years, additional case studies will document utility telecommunication upgrades and/or new deployments.
