Abstract

The reliable and efficient delivery of electric power is increasingly dependent on information technology (IT) and communication infrastructures. These infrastructures are increasingly being used to support the control of operational assets and the monitoring of electric grid and equipment health. Management of these infrastructures requires both resilient connectivity and effective analytics for the reliable delivery of electric service. For the management of these infrastructures to be reliable, they must also be secured.

Effective management of security for the broad array of operations technology (OT) and IT infrastructures found in modern electric grids could be a complex process. Capabilities for managing security for the broad range of equipment found in disparate deployments makes effective administration difficult. To address this difficulty, part 7 of the International Electrotechnical Commission (IEC) 62351 standards series titled: “Security through network and system management,” was developed.

To assist utilities in employing this standard, Electric Power Research Institute (EPRI) report 3002000373, Network System Management: End-System-Related International Electromechanical Commission (IEC) 62351-7 Object Definitions, analyzed the potential for implementing IEC 62351-7 in a standardized and interoperable manner. As part of the research identified in the report, an initial Simple Network Management Protocol (SNMP) Management Information Base (MIB) and information models were developed. These were used to validate the semantics of the standard.

To support utilization of the IEC 62351-7 SNMP MIBs, further research has been conducted. This research provides a review of manufacturer’s implementations, and includes a technical guide for exposing relevant IEC 62351-7 Network and System Management (NSM) objects via SNMP. Equipment manufacturers can use this guidance to incorporate the SNMP MIBS into their products. Utilities using products supporting the 62351-7 MIBs can develop a more comprehensive, cohesive, and focused view of security and situational awareness for the monitored systems.
