There are many challenges involved in deploying a production grade synchrophasor data communications system. Implementing and managing a system with the high reliability/availability, low latency, high quality performance necessary over a wide area and at a justifiable cost is a daunting task. In fact the communications network will incur the majority of the life cycle costs of the complete system. However, it appears certain that the benefits will outweigh the costs and new network technologies are available that have already been implemented by other industries facing similar requirements.

This effort follows four previous EPRI reports and two previous surveys addressing communications for synchrophasor measurement. The four previous reports were published annually from 2011 to 2014 (EPRI reports 1021758, 1024298, 3002000604, and 3002002584). The report is a consolidated guidebook on synchrophasor communications best practices that builds on the previous reports to provide improved knowledge for transporting synchrophasor data. The updated survey captured recent experiences of utilities including some details on their implemented systems, the results versus expected performance, and lessons learned. The report goes on provide a discussion on outstanding issues in the industry related to phasor data communications, a summary of performance requirements, the current thinking on the North American Synchro-Phasor Initiative (NASPInet), and a list of current areas for future research as indicated by the survey participants.

A parallel report focused on synchrophasor data management will serve to increase the knowledge base of short and long-term storage, usage, and archiving issues (EPRI report 3002005117). Together the reports will help member utilities use synchrophasor data to improve operational efficiency and reduce operating costs.
