The existing industry standards on flicker measurement and assessment are based on the response of general purpose incandescent lamps. However, worldwide these lamps are being replaced with more energy efficient lamps including Compact Fluorescent Lamps (CFLs) and Light emitting Diode (LED) lamps. In order to keep the flicker standards relevant, the industry standard bodies on the subject are in need of the evidence that compares the flicker performance of new lighting technologies with that of incandescent lamp under a variety of system conditions.

EPRI has the expertise and prior experience in the field of evaluating flicker performance of different lighting technologies. Preliminary testing was carried out in year 2011 on a few samples of various modern lighting technologies and non-lighting sensitive electronic loads at a flicker frequency of 10 Hz. The findings supported the better flicker performance of modern lighting in comparison to incandescent lamps for the limited test scenarios and conditions.

The work presented in the report builds upon the last year efforts by increasing the number of test lamp samples. Also, the testing has been expanded to capture the flicker response over a broader frequency range from 5 to 25 Hz. The modulation signal parameters were also varied to allow the study of the impact of amplitude and its waveshape. Finally, the impact of the operation of dimmers on the flicker performance of dimmable lighting technologies has been evaluated.
