This technical update regards utility communication with community/pad-mounted scale battery storage systems. Six utilities implementing distributed energy storage systems have cooperated with EPRI to evaluate their functional requirements against a new Distributed Network Protocol 3 (DNP3) communication standard for distributed energy resources (DER). These utility projects are at various stages of development: some are at the conceptual stage while others are fully defined and have complete functional specifications. This update evaluates how well the DNP 3 Communication Standard for DER meets the needs of the participating utilities’ planned implementations.
The goals of the report are to identify the following:
- Communication functions required by the participating utilities to successfully implement their planned distributed energy storage system projects
- Opportunities to take advantage of the standards-based approach described in the DNP3 Profile for Photovoltaic (PV) Generation and Storage document
- Gaps for which additional functions are required to support the utility goals
The utility participants worked with EPRI to define their communication requirements. Similar functional requirements were grouped, and a master list was generated. EPRI evaluated those requirements against the DNP3 Profile for Photovoltaic Generation and Storage document to see which functions were covered and which were not capable of being supported. The identified gaps were provided to the PV/Storage Inverter Communication Initiative to guide next-phase efforts.
The recently released standard "DNP3 Profile for Photovoltaic Generation and Storage" provides an open-standards based foundation for the communication integration of pad-mounted distributed battery storage systems. Although it is a limited first revision, the content is suitable to cover the majority of the functions of pad-mounted storage systems. Work to develop a second version is in process and will go further to support the full needs of pad-mounted units. Developers of pad-mounted battery storage systems—and utilities who deploy them—are encouraged to begin applying this standard immediately, using the defined protocol to the extent of its capabilities and contributing recommended extensions to the ongoing standards activities for the next version.
